Devin Tustin, RCDD/OSP, CEO

Devin started in the low voltage industry at the ground floor with a large nationwide telecommunications company and quickly worked his way up, eventually managing all projects in the Western US. This includes four years in Hawaii where he managed numerous hotel construction projects. In 1998, Devin started his own company and quickly built a reputation of impeccable service. Due to his great industry reputation and his growing accounts, his first company was acquired as a strategic asset by Encompass.

In 2001, Devin started Alliance Communication Services, Inc. with the long-term goal and vision to improve our customer's quality of life and business through offering the best quality service available, built on valued relationships. Through Devin's vision and leadership, Alliance Communication Services, Inc. has grown by leaps and bounds and is now the premier communications company in Southern California. Alliance now offers its exceptional services nationwide and has expanded its services to include Voice/Data/Fiber Cabling, Audio/Video, Wireless DAS and IT Services.

Alliance Communication Services, Inc.'s Cabling Design Group Credential of Design Knowledge

The Registered Communications Distribution Designer (RCDDŽ) credential is awarded to individuals who have demonstrated knowledge in the design, integration and implementation of telecommunications and data communications transport systems and related infrastructure.

The RCDD credential is achieved by passing a comprehensive exam based on BICSI's world-renowned Telecommunications Distribution Methods Manual (TDMM). RCDDs must meet stringent continuing education requirements and continually increase their knowledge through frequent interaction with others in the information transport systems (ITS) community. An RCDD is uniquely positioned to create the detailed design of new systems and/or the integration of a design into an existing system. The RCDD credential is globally recognized within the ITS industry.

BICSI's benchmark certification is the Registered Communications Distribution Designer - RCDD. This qualification is based on international standards like EIA/TIA, IEEE and UL. RCDD's are first-class infrastructure designers that are globally aware and specify standards-based rather than vendor-based designs.

RCDD's are considered to be the industry's elite because passing the RCDD exam is not easy (the average pass rate internationally is less than 30%). In fact, not many even qualify to take the exam, which requires candidates to have a minimum of two years of practical experience and both professional and personal references. RCDD candidates have to achieve a 78% mark on more than 20 core subjects in order to pass. The RCDD course is an intensive course that covers subjects such as:

  • Project management
  • Telecommunications administration
  • Networking fundamentals
  • Designing cabling distribution systems
  • Industry Standards
  • Electromagnetic compatibility
  • Grounding and bonding
  • Fire stopping, and much more

In order to keep their qualification, RCDD's must also obtain 45 continuing education credits (CEC's) every 3 years at BICSI approved technical seminars and courses.
